India arrested nine people after an illegally constructed high-rise building collapsed and killed 74 people near Mumbai.  It points to massive problem with the common practice of shoddily built structures and bribed officials turning the other way.

The fact is, there have been ten deadly building collapses in the past few years, from residential buildings to schools to factories.  And the death tolls often reach into the dozens.

The apartment building in Thane, a suburb near Mumbai came down last Thursday.  Among those arrested in the aftermath are two police officers and local officials alongside two builders who were taken in for allegedly paying bribes to the others.  They will be charged with culpable homicide and causing death by negligence.

Most of the victims of the collapse were poor daily wage earners working at the site, and their families.  The dead included 30 children and 18 women.
