Ultra-conservative Republicans in the US House of Representatives have filed Articles of Impeachment not against Donald Trump, but against the number two official in the Justice Department who could stop the Russia investigation.

But Deputy Attorney General Rod Rosenstein won't stop the investigation into Russian attacks on the 2016 presidential election, and that is part what earned the ire of the nine Republicans who introduced the measure. 

But the move is doomed from the outset, largely symbolic, and hyper-partisan.  Since there are only nine willing to put their names on it, far more than 200 other Republicans think this is a crazy idea.  Republican House Speaker Paul Ryan has previously said he will not entertain any such notion.  And a conviction requires two-thirds of the Senate, which just does not exist right now. 

Regardless, the small cadre of Trump allies accuse Rosenstein of what they allege was a failure to respond to congressional document demands.  Senior Justice Department officials have rejected the criticism and described historic levels of cooperation with Congress to share files connected to the FBI investigations of Hillary Clinton's email server and Trump campaign contacts with Russia.
