Russia released its national strategy for dealing with Climate Change.  It aims to not only mitigate damage but also to "use the advantages" of warmer temperatures.

The climate is warming 2.5 times faster in Russia than the global average.  The 17-page strategy released by Moscow acknowledges global warming is having a "prominent and increasing effect" on socioeconomic development, people's lives, health, and industry.

The plan has 30 steps to minimize the impact of longer and more frequent droughts, extreme precipitation and flooding, and increased risk of fire.  These steps include a greater emphasus on teaching the science of climate change in schools, building new dams, shiftng to drought-resistant crops.  Health and safety officials will offer emergency vaccinations and speed up evacuations in case of a disaster.

Russia also wants to capitalize on the melting arctic circle, which will be more navigable fir international shipping because there will be less ice.
