Papua New Guinea might shut down the medical clinic at the Manus Island detention center because it did not follow local registration laws.  The Australian government outsources medical care for asylum seekers locked up in the camp to International Health and Medical Services (IHMS).  "I am very disappointed our laws have not been complied with," said PNG Health Minister Michael Malabag, "We must not be taken for a ride."  Mr. Malabag's is also reportedly investigating alleged breaches of tax, labour and immigration laws.

Breaking News this morning:  US Attorney General Jeff Sessions has bowed to pressure to recuse himself from any investigation into Russian influence on Donald Trump's presidential campaign.  This comes after the bombshell report in the Washington Post saying that Sessions did not disclose secret meetings with Russia's ambassador during his Senate confirmation hearings.  Senior Democratic Party lawmakers in the House and Senate accuse Sessions of lying to congress and are calling on him to quit; Donald Trump earlier claimed he still had confidence in his AG.  There's nothing wrong with speaking with the Russian Ambassador - however, Sessions did seem to take steps to conceal the meetings from his fellow lawmakers at the time of his hearings, which leads to concerns about the subject of those meetings.  It's also not clear if this is a partial or total recusal, and when any probe of the Trump administration's contacts with the Kremlin will take place.

Sweden is reinstating military conscription to deal with rising tensions in the Baltic Sea region.  Russia holds military drills in the Sea, its warplanes regular violate the airspace of their neighbors, and there have been minor cross border incidents involving security forces.  Sweden defense ministry spokeswoman Marinette Nyh Radebo also points to Russia's "illegal annexation of Crimea, the conflict in Ukraine, and the increased military activity in our neighborhood".  4,000 people born in 1999 will be called up from 1 January 2018.

Russia denies responsibility for an airstrike that hit US-backed forces in Syria, claiming that its forces had adhered to US guidance on avoiding friendly forces in that area.  The Pentagon declined to say if any fighters had been hurt or killed, but that it happened southeast of the city of al-Bab, which Turkish forces had already cleared of Islamic state terrorists.

African Union and Somali forces attacked an Al Shabaab terrorist camp and killed at least 57 terrorists.  It was one of the deadliest assaults on the al-Qaida-linked group by the joint forces, and yielded a "large cache of weapons".

The winning entry in Rio De Janeiro's Carnival parade and samba dance competition was based on the anguish caused the 2015 Rio Doce Dam Collapse at the Samarco iron mine, which was part-owned by Aussie mining giant BHP Billiton.  The disaster killed 17 people and destroyed the Doce River ecosystem with toxic iron ore mining waste all the way down to the Atlantic Ocean.  The parade float prominently featured a depiction of a fisherman crying out at the end of his livelihood.

Malaysia will release and deport the North Korean man arrested in the assassination of Kim Jong-nam, estanged elder brother of North Korean dictator Kim Jong-un.  Malaysia's Attorney General Mohamed Apandi Ali says there is"insufficient evidence to charge" Ri Jong Cho.  Two women are charged with his murder, including one seen on security video placing a cloth with the deadly nerve toxin VX onto the target's face.  They claim they were duped, and believed they were performing a prank for a TV reality show - but if found guilty, they could be sentenced to death.
