A rented flatbed truck from a home improvement center plowed down the West Side Highway Bicycle Path on Manhattan's Lower West Side in New York City, killing at least eight people and injuring around 15 more.  This happened just north of the World Trade Center.  Witnesses say the heavily-bearded driver yelled "Allahu Akbar", or, "God is Great" in Arabic.  The driver got out of the truck and was seen brandishing what turned out to be a paintball gun and a pellet gun that appeared to be firearms.  New York Police immediately returned fire, wounding him and making the arrest.

The suspect was reportedly a 29-year old man of Middle East descent, and may have been from out of town.  Mayor Bill DiBlasio called it a "particularly cowardly act of terror".

Police outside Tokyo found nine dismembered bodies in the tiny apartment of a man suspected in the disappearance of a 23-year old woman.  This happened in Zama, Kanagawa, a west suburb of Tokyo that is also the home of the US military base Camp Zama.  Arrested is 27-year old Takahiro Shiraishi, who admitted killing the young woman he met on a website for people who want to commit suicide, and confessed to the eight other killings - all since August when he moved into the apartment.  

Ousted Catalan leader Carles Puigdemont says he will not seek political asylum in Belgium, and instead will accept regional snap elections called by Spain's central government after Madrid took control of the region to block its push for independence - and demanded the central government do the same, even if a separatist majority is reelected.  But, Puigdemont said he will not, for now, return to Spain because of the chief prosecutor's plans to charge him with offenses that carry penalties of up to 30 years in prison for declaring independence from Spain.

Iraqi troops are preparing to take control of the border crossings from Turkey and Syria into the Kurdish Autonomous zone, which is increasingly less autonomous since holding an independence referendum.  Baghdad maintains the vote was unconstitutional.

Kenyan opposition leader Raila Odinga rejected the presidential election re-run as a "sham", but didn't say what his next move was or offer up a better plan.  President Uruhu Kenyatta won the first election which was declared invalid because of "irregularities", and he won the second election as well, so..

Trump and his White House Trumpanzees now say Mr. Papadopolous was a "low level" campaign volunteer, making it sound like he was stuffing envelopes and planting yard signs instead of sitting at the table with Trump and future Attorney General Jeff Sessions during national security meetings.. like in this photo:

Nigeria is partnering with Russia to build nuclear reactors to end the power crisis in Africa's biggest economy.  One power plant would be located in the south, the other is slated for the central part of the country where the Christian south and Muslim north are divided.  Russia's state-owned nuclear power company Rosatom is in negotiations with Ghana and South Africa as well.

Netflix has now suspended production of "House of Cards" because of the controversy over child sex assault allegations against lead actor Kevin Spacey.  The production company and Netflix announced they "have decided to suspend production on House of Cards season six, until further notice, to give us time to review the current situation and to address any concerns of our cast and crew."  It had previously announced this would be the final season.  Spacey claimed he didn't remember trying to seduce actor Anthony Rapp when he was just 14 years old and Spacey was 26.
