UK Prime Minister Theresa May failed for a third time as MPs refused to approved a stripped down version of the Brexit plan she negotiated with the European Union.  The vote was closer than her last two failures, but actually worse than expected - and still decisive to keep the UK's divorce from Europe in complete chaos.  Ms. May said her abject defeat was "a matter of profound regret", adding that "I fear we are reaching the limits of this process in this House".  Which is an understatement, considering that Commons already rejected eight alternatives to her plan including leaving without a deal and not leaving - May cannot lead them to an agreement on anything. 

And that leaves the situation awash in maybes - maybe the UK will crash out of the EU on 12 April, maybe it will get an extension to get more time to come up with a plan, and if that happened maybe the UK will have to take part in EU elections in May.  Add to that the growing calls for an election, maybe the Brits will pick a new Prime Minister.  And on Monday, Parliament will consider the most popular online petition on its website asking the government to revoke Article 50 and Cancel the Brexit, which Theresa May already indicated she'd reject - but maybe MPs won't, although that seems unlikely. 

Europe is dismayed (hah) but resolute:  "A 'no-deal' scenario on 12 April is now a likely scenario.  The EU has been preparing for this since December 2017 and is now fully prepared for a 'no-deal' scenario at midnight on 12 April.  The EU will remain united," read a statement from the European Commission.  "The benefits of the withdrawal agreement, including a transition period, will in no circumstances be replicated in a 'no-deal' scenario.  Sectoral mini-deals are not an option," shooting down the Brexiteers' long-debunked claim that the UK would be able to negotiate individual trade deals to replace its EU membership.  Europe also warns that "if" the UK is able to agree to something, it still has to pass muster at the European Union summit on 10 April.

Anyway..

More than a million people marched in Algeria demanding that aging president Abdelaziz Bouteflika step down.  The 82-year old has been in power for more than two decades, but is infirm and hasn't spoken in public in years.  The chief of the military and the ruling party want to invoke Article 102 of the constitution which would declare the office of the president vacant and allow for elections. 

US Attorney General Bill Barr said the Mueller Report is almost 400 pages and a redacted version will be sent to Congress by "mid April, if not sooner".  Donald Trump claims that Special Prosecutor Robert Mueller's 22-month investigation did not find that evidence that Trump or his campaign colluded with Russia to influence the outcome of the 2016 presidential election.  However, we now know there are almost 400 pages of evidence; and some of the guilty pleas to the 34 individual indictments were for lying to the FBI - if there was no illegal conduct, what were they lying about?  Anyway, Barr claims he's not giving the White House a copy of the report, and Trump says he has confidence in Barr.

The Red Cross will distribute aid to Venezuela in two weeks, with President Nicolas Maduro and opposition agreeing to the plan.  International Federation of Red Cross and Red Crescent head Francesco Rocca said the group could initially help 650,000 suffering a lack of food and medicine.  Earlier, the US attempted purported "aid shipments" that were not welcomed by the legally-elected government, and then set on fire by US-backed anti-government activists.
