A gunman opened fire outside and in a Walmart store in west Texas town of El Paso - police say there have been multiple fatalies.  Police revealed that at least 19 people were killed and 40 were wounded, several are being treated at hospital.  Hospitals are urgently calling for blood donations.  Authorities locked down the scene around the Cielo Vista Mall pretty quickly and they say they have a 21-year old man in custody - several sources are identifying him as Patrick Crusius of Dallas.  This comes less than a week after a far-right gunman opened fire at a food festival in Gilroy, California killing three people before he turned the gun on himself.

Democratic presidential candidate Beto O'Rourke has abandoned a campaign event in Las Vegas to return to his hometown of El Paso.  "We know that there's a lot of injury, a lot of suffering in El Paso right now," he said.  "Universal background checks, a stop to all sales of weapons of wars, some initial reports were that it was a military style weapon or weapons used in Cielo Vista Mall, keep that shit on the battlefield, do not bring it into our communities, I don't want to see it in our malls or in our schools or in our churches or in our synagogues."  Another Democratic Presidential candidate, South Bend, Indiana Mayor Pete Buttigeig remarked that his grandmother often took him to the Cielo Vista Mall when he was a child.

Moscow cops detained hundreds more protesters in the latest demonstration against the government's decision to ban opposition candidates from local election ballots.  Pro-democracy activist and blogger Lyubov Sobol was arrested before she could reach the rally, attended by 1,500 people.  Leading opposition figure Alexei Navalny was arrested a week and a half ago, and says he may have been poisoned in jail.

Sudan's opposition and military have agreed on a constitutional declaration which will pave the way for a new period of transitional government.  The opposition drove President Omar al-Bashir from office earlier this year with weeks of protests, but the military refused to relinquish power.  Details of the agreement are not public yet, but the announcement of a pathway to democracy set off celebrations in the streets of the capital.
