Land-locked Bolivia lost its access to the Pacific Coast in a war in the 19th Century.  Now, La Paz is suing its western neighbor Chile in the International Court of Justice in The Hague to get it back.

Chile says Bolivia’s claim has no legal or historical basis, because the two nations signed a treaty cemented the current borders with the 1904 “Treaty of Peace and Friendship”.  With that, says Chile, Bolivia ceded the 400 kilometers of coastline is lost to Chile during the War of the Pacific 20 years earlier,

"If they want to talk about Chile's maritime sovereignty, no. No dialogue is possible," said Chilean Interior Minister Andres Chadwick. 

Bolivia’s charismatic President Evo Morales said he had decided to file the suit at the World Court after "listening to the Bolivian people".
