Russian says security agents have arrested 25 Ukrainian citizens on suspicion of planning to conduct sabotage and terror attacks in seven regions across Russia last month.  Ukraine's Security Service says Russian media reports that Kiev had ordered any such attacks were “nonsense”.

The Federal Security Service (FSB) - which is the successor to the Soviet KGB - says among the 25 were three members of Praviy Sektor, the neo-nazi group that played a large role in the street protests that overthrew President Viktor Yanukovych in February.  The suspects are accused of taking photographs of Russian troop movements and of trying to make contact with extremist elements in Russia.

Meanwhile, Ukraine says ousted president Viktor Yanukovych and Russian security agents are responsible for shots fired at pro-European Union protesters for three days beginning on 18 February.  At least 80 people were killed in various clashes during those days.  Acting interior minister Arsen Avakov says Yanukovych issued the order and Russian FSB agents planned and carried it out.  Russia denies the accusations.
