US Secretary of State John Kerry and his Russian counterpart Foreign Minister Sergei Lavrov on Friday will continue urgent talks in Geneva on a plan to place Syria's chemical weapons under international control.

Kerry has already rejected a Syrian demand to drop the threat of US Missile strikes before Syria gives up its Chemical Weapons and signs on to an international ban.

“President Obama has made clear that should diplomacy fail, force might be necessary to deter and degrade Assad's capacity to deliver these weapon,” Kerry said.

Russian Foreign Minister Sergei Lavrov by comparison kept his cards on the table, and appeared to admonish Kerry by saying, “Diplomacy likes silence.”

Each man is accompanied by intelligence officials from their respective nations, all comparing notes about the size, scope and location of Assad's chemical weapons depots. 

Lavrov had said there are three main phases of the Russian proposal:  Syria signs the international ban on chemical weapons; Syria reveals details of its chemical weapons program including locations of depots; International experts decide on the disposal process.
